Parish Council Meeting 18th May 2026
MINUTES OF HUGGATE PARISH COUNCIL MEETING
Monday 18th May 2026 in St Marys Church, Huggate
In attendance
Claire Myers, Jane Thorpe, Vicky Knocker, Kevin Ashurst and Debbie Jones
Penny Hudson – Clerk
- Prior to the meeting Claire offered to be the chair. This was agreed unanimously. Apology was received from Diana Evans (personal).
- Minutes of the Council meeting held on 13th April 2026 were approved and signed.
- There were no declarations of interest in respect of any agenda item.
- Matters arising – none
- Finance – Penny confirmed the bank balance which was agreed. The first instalment of the precept has been received. The following payments were agreed:
- To agree to pay clerks wages (35 hours)
- To agree to pay £105.60 to HMRC tax due on wages
- To agree to pay £52 to clerk for ICO for annual date protection fee
- To agree to pay £300 to clerk for Parish Online website service
- To agree to pay £1069.20 to clerk for AutoSpeedwatch roadside unit including 1 yr data and solar booster.
- The required information is with our auditor. When the audit is complete the AGAR form will be published. The bank signatories need to be changed by a current signature.
- Councillor Vacancies – Debbie Jones was welcomed and co-opted onto the council. Peter Eaves is willing to stand and will attend the next meeting. Ben Williams is also considering standing. This will increase the total councillors to 8.
- Planning – no applications were received.
- The Migration to gov.uk is in progress. The clerk and 5 councillors have a new email addresses. The new website is under construction.
- Village Questionnaire – the 29 responses via WhatsApp have been anaylised. No paper responses were received so far. There were lots of comments and ideas and a number of people offered to help with village tasks/activities. These will be discussed further at the next meeting and used to plan for the coming year. Vicki will contact Ruth to ask how we can help with issues raised about the use of the Church.
- Village maintenance and issues
- Additional signage for the car park is in place. Deep water warning signs to be put on pond railings.
- The Christmas tree has been donated and it is being looked after by Claire who will order lights. Kevin will provide electricity when it is placed at the top of Stocks Hill in December.
- Penny has contacted the ERYC Dog Warden and stickers for posts and standard notices have been supplied. Penny to investigate suitable signs and ask again for additional bins. Claire to purchase another dog poo bag dispenser for gate at the Final Frontier.
- Water Lillies were suggested for the pond to help clear the water and improve the area. Jane to ask for advice from Burnby Hall. Wild Flower seeding was suggested along the overflow pond.
- Regular safety checks of the play equipment will be recorded.
- The AutoSpeedwatch camera and fixtures have been delivered. ERYC to provide a date for fixing the poles, signs and camera.
- Mail items were discussed and planning enforcement consultation will be circulated
